The present call for proposals has been launched under the cross-sectoral strand of the Creative Europe Programme.
The available budget is EUR 3 000 000 for a two-year project. The maximum co-financing rate is 90% of the total eligible costs. This means that applicants need to co-finance their projects.
The conditions outlined below are based on the call. In case of discrepancy, the text in the call prevails.
What is the overall objective of this call?
This action is expected to monitor violations of press and media freedom in EU, countries participating in the Creative Europe Programme and candidate countries. It should also provide practical help to protect journalists under threat, including concrete tools such as advice and legal support as well as offering shelter and logistical assistance thereby enabling the targeted journalists to continue pursuing their professional activities.
What type of applicants are eligible to apply?
The call for proposals is open to consortia composed of at least 2 entities from a minimum of 2 different eligible countries. Such consortia may include:
- non-profit organisation (private or public);
- international organisations;
- universities;
- educational institutions;
- research centres.
What are the expected deliverables?
This call for proposals is expected to result in:
- a Europe-wide rapid response mechanism to monitor and support media freedom and journalists' safety, covering all EU Member States, countries participating in the Creative Europe Programme and candidate countries;
- provision of legal and practical support to journalists and other media practitioners in need;
- advocacy missions to locations where journalists are under threat;
- awareness raising campaigns in the field of media freedom and safety of journalists;
- communication and dissemination activities.

All proposals must be submitted directly online via the Funding & Tenders Portal Electronic Submission System. Paper applications are not accepted.
